CH-53K PECULIAR SUPPORT EQUIPMENT; HYDROTEST TOOLS

The Naval Air Warfare Center, Aircraft Division, Lakehurst, New Jersey intends to solicit and award a Fixed Price contract on a sole source basis to Airmo Inc. Pressure Technologies (CAGE: 4MJM2) for the purchase of 42 total items of Peculiar Support Equipment (PSE) which are used for snap-on coupling and positive sealing during hydrostatic testing of tube and tube assemblies for the United States Navy in support of the CH-53k Program: Ordering a quantity of 3 each of the following 7 items: Hydrotest Tool; Outside Diameter Tube measurements in inches: 1/4, 5/16, 3/8, 1/2, 5/8, 3/4, and 1 inch, under Part Numbers: 64-0000-0250, 64-0000-0312, 64-0000-0375, 64-0000-0500, 64-0000-0625, 64-0000-0750, and 64-0000-1000. Also ordering a quantity of 3 each of the following 7 items: Hydrotest Tool with Air Bleed; Outside Diameter Tube measurements in inches: 1/4, 5/16, 3/8, 1/2, 5/8, 3/4, and 1 inch, under Part Numbers: 64-0006-0250, 64-0006-0312, 64-0006-0375, 64-0006-0500, 64-0006-0625, 64-0006-0750, and 64-0006-1000, in support the NAVAIR CH-53K Program.

The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" for this action. Airmo is the sole manufacturer and original equipment manufacturer (OEM) of the above equipment. The Government does not have data or drawing rights to permit full and open competition. Airmo Inc Pressure Technologies Company Inc. does not have any authorized distributors for this product and thus the only source for procurement of this item.  As such Airmo is the only source with the knowledge and expertise necessary to manufacture these specific hydrotest tools.  The Government does not have the technical data or equipment to obtain this item from an alternate source.

(THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). The Government will consider all information received prior to the closing date of this notice.  A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.  The Government will not pay for any responses received.  There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
