Set Aside: Total Small Business Set Aside PSC Code: C213 General Architect and Engineering non-construction inspection services NAICS Code: 541330 Engineering Services (Exception 1) Military and Aerospace Equipment and Military Weapons Size Standard: $47,000,000 Solicitation Number: W911KB25R0021 Description: This is a pre-solicitation notice for a total small business set aside Request for Proposal (RFP) an IDIQ SATOC to provide HEMP Enclosure Maintenance, Surveillance and Sustainment services to the Long Range Discrimination Radar (LRDR) Campus at Clear Space Force Station (CSFS), Alaska. The LRDR Campus includes the Mission Control Facility (MCF), LRDR Power Plant (LPP), and the LRDR Equipment Shelter (LES). This work effort will require organizational briefing and review meetings; review and update of the HM/HS Program plan; and quarterly HM/HS implementation and reporting for the hardness critical items (HCI) and hardness critical assemblies (HCA) of the LRDR Campus. Additional efforts will include HEMP shield RF/EMI deficiency investigation, repair and re-testing; HEMP shield corrosion treatment; design and construction of Special Protected Volume(s); and sparing analysis/parts procurement. The Contractor Company must have a Facility Clearance (FCL) at the appropriate level (IAW the NISPOM DOD 5220.22-M and AR 380-49) prior to performing any classified work under this contract. All Contractor personnel assigned to this contract shall possess a SECRET United States Government security clearance prior to beginning work. The Firm Fixed Price indefinite delivery contract will have a capacity of $20,000,000.00 with an ordering period of 5 years. The procurement will be conducted using source selection procedures and the award will be based on best value tradeoff source selection procedures, considering the price and non-price factors cited in this announcement and the solicitation. All Offerors must be registered in the System for Award Management (SAM) (https://www.sam.gov/SAM/). Joint ventures must be registered in SAM as the joint venture. Offerors are advised to begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for the award. Lack of registration in the SAM database will make an Offeror ineligible for award. Anticipated NTP: 1 January 2025 with a 5 year base ordering period; the Davis Bacon Act and Service Contract Act will apply.
