CNAFR NALCOMIS SYS ADMIN SERVICES SOLE SOURCE

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. NAVSUP Fleet Logistics Norfolk (FLCN), Regional Directorate, intends to solicit and award a sole source, firm fixed priced contract to Strategic Technology Institute IAW FAR 13.106-1(b)(1)(i), only one responsible source reasonably available, in support of Command, Naval Air Force Reserve (CNAFR) to provide support services for the Naval Aviation Logistics Command Management Information System (NALCOMIS). The support encompasses system management, operations, administration, maintenance, training, and overall technical expertise required to operate and maintain the NALCOMIS in a Virtual Environment (VE).

The anticipated NAICS code and size standard is 541330 (Engineering Services) with the size standard exception for Marine Engineering and Naval Architecture of $47M. The anticipated period of performance is to start as soon as possible for 12 months. The intention to solicit and negotiate on a sole source, firm fixed price basis will follow procedures in FAR Part 13. See attached PWS and justification for sole source.

THIS NOTICE IS FOR INFORMATION PURPOSES ONLY. This shall not be construed as a Request for Quote, or as an obligation on the part of the Government. This is not a solicitation and does not obligate the government to issue a solicitation. Please be advised that the Government will not pay for any information submitted under/in relation to this announcement. Participation in this effort is strictly voluntary. The Government intends to utilize the information received only to develop the acquisition strategy for future requirements. A determination by the Government not to compete with this proposed order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
