The purpose of this sources sought notice is to conduct market research and identify potential sources of commercial products/services that satisfy the Government’s anticipated needs. If no alternate sources are identified, the Government intends to issue a Sole Source Award to Spectrum Instrumentation Corp, LLC, 401 Hackensack AVEFL 4, Hackensack, NJ 07601-6418, US, under the authority of FAR 12.102(a). The North American Industry Classification System (NAICS) code for this acquisition is 334515, Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals.
BACKGROUND
Digital twin models of semiconductor process have been identified as an important tool to advance chip manufacturing. However, the development of such models is hindered by the lack of suitable experimental data with which to validate the models. The goal of this project is to generate this data. To obtain this data, detailed spectroscopy measurements will be performed on atomic layer deposition precursors and byproducts. This spectroscopy will be performed by electro-optic modulator optical frequency combs. This measurement technique requires collecting the raw analog signal from a photodiode and converting it into a digital data stream for processing. The Mass and Force Group within the Quantum Measurement Division of the NIST Physical Measurement Laboratory requires a high-speed digitizer to perform these measurements. NIST is seeking information from sources that may be capable of providing a solution that will achieve the objectives described above, in addition to the following essential requirements:

NIST conducted market research from January through February 2026 by performing internet searches, reviewing product literature, and speaking with vendors to determine what sources could meet NIST’s minimum requirements. The results of that market research revealed that only Spectrum Instrumentation Corp (UEI: EL1VVHTG4E57) appears to be capable of meeting NIST’s requirements.
