This is Step One of a two-step sealed bidding process conducted in accordance with Federal Acquisition Regulation (FAR) Part 14 Sealed Bidding. Offerors are instructed to submit Technical Proposals ONLY at this stage. All solicitation documents are available exclusively through the System for Award Management (SAM) at https://www.sam.gov/. Paper copies of this solicitation will not be issued. All interested parties are responsible for obtaining the documents and monitoring the website for any amendments. Contractor Registration: Contractors must be registered and active in the System for Award Management (SAM) database to be considered for an award.
