The U.S. Army Corps of Engineers, Jacksonville District is issuing this Sources Sought synopsis as a means of conducting market research to identify parties who are interested in and who has the resources to support this requirement for Quality Assurance Services for Civil Works, and International Services (IIS) and Military Construction Projects for our Everglades Agricultural Area (EAA). The result of this market research will contribute to the determination of the method of procurement. This requirement is for a potential fiscal year (FY) 2027 award. The Jacksonville District anticipates a future procurement to acquire a Firm Fixed Price - Single Award Task Order Contract (SATOC) or a Multiple Award Task Order Contract for Quality Assurance Services (Not subject to the Brooks Architect-Engineers Act, as defined in FAR Part 36) for Civil Works Construction Projects. The type of solicitation to be issued will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of various members of industry, namely the Small Business Community to include Section S(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned (WOSB) and Historically Underutilized (HUBZone) concerns. The Government must ensure there is adequate competition among the potential pool of responsible contractors.This is a non-personal services contract to provide quality assurance services. Work to be performed does not fall under the Brooks Act. The Government shall not exercise any supervision or control over the contract service providers performing the services entailed. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.See the attached sources sought pdf for additional details
