    THIS IS A REQUEST FOR INFORMATION (RFI) AND SOURCES SOUGHT NOTICE (SSN) for Construction Services for 1800 F Street, NW, GSA Building Modernization Project, located in Washington, DC.

    The U.S. General Services Administration (GSA), Public Buildings Service (PBS), Acquisition Project Delivery – Capital Construction Division, is conducting market research:  (1) To determine if there are adequate Small Business, HUBZone small business, Women-Owned small business, or Service-Disabled Veteran-Owned small business contractors capable of performing the construction services for the requirement described herein.  If it is determined that adequate competition exists, the GSA may set the requirement aside for competition among the selected group; (2) To determine the project impact of Project Labor Agreement (PLA) requirements; and, (3) To determine the project impact of Cost Accounting Standards (CAS) requirements.

    GSA PBS is seeking all qualified, interested sources (both Large and Small Businesses) to respond to this RFI to provide construction services for the modernization of the GSA Headquarters Building at 1800 F Street, NW, Washington. 1800F was listed on the National Register of Historic Places in 1986, recognizing its architectural and federal government significance. It currently supports the General Services Administration, including GSA’s PBS, which manages federal real estate and facilities, and its Federal Acquisition Services (FAS), which supports customers across the entire federal enterprise by providing acquisition solutions, contracts, and shared services. The building will house another federal tenant in the future, the Office of Personnel Management.

    The project seeks to transform the historic building from a series of incremental renovations into a long-term, adaptable federal asset. The primary objective is to complete the modernization investment, enhance building performance, and ensure the space can adapt to future workforce and multi-tenant requirements. This project is positioned as a significant effort for GSA to not only upgrade its headquarters infrastructure but also to set a new standard for a modern, adaptable federal workplace.

    GSA plans to seek one (1) construction contract with multiple deliverables: core and shell, building interior, and building exterior work. The core and shell work is anticipated to have 100% design by October 2026 (solicitation target) and is planned to be awarded at a firm-fixed-price. The building interior work is anticipated to have approximately 50% design by October 2026 and is planned to be awarded at a Guaranteed Maximum Price (GMP) ceiling. The building exterior work is anticipated to have approximately 35% design (concepts) by October 2026 and is planned to be awarded at a GMP ceiling. For the building interior and exterior work the contractor is expected to provide advisory professional management assistance to GSA during the project planning and design phases. These services are provided at a firm-fixed-price. The contractor then acts as the construction manager during the construction phase. These services are established at a GMP (or ceiling) as a contract option at award and may be converted to firm-fixed-price upon design completion and exercise of the option.

    The procurement method is expected to be a 2-phase Request for Proposal (RFP).  Phase I will be a request for qualifications (July anticipated issue date); Phase II will be a request for pricing (October anticipated issue date). Award will be made based on the best value to the Government.  

    Any resultant contract shall adhere to the GSA PBS Core Buildings Standards and Building Information Modeling (BIM) standards. 

    This office anticipates award of a contract for these services no later than the second quarter of Fiscal Year 2027.  Contract duration is estimated to be 18 months - 24 months, but with substantial completion no later than Fall 2028. Estimated magnitude of construction: $275,000,000 to $325,000,000, and is subject to the availability of funds.  The applicable NAICS code for this requirement is 236220, Commercial and Institutional Building Construction. The Small Business Size Standard is $45M.  

    All interested parties may submit to the Contracting Officer a written Letter of Interest including a Capability Statement addressing the following information (five (5) single-sided page limit in Portable Document Format).  Additional pages will not be considered.  All information submitted is subject to verification.  Additional information may be requested to substantiate responses.  The Government will use this information to assess your firm’s capability to perform this project.

    QUESTIONS

    1. Name of your company, Unique Entity ID (SAM), address, point of contact with phone number and email address.
    2. Does your company have an active registration at www.sam.gov
    3. Business size for the assigned NAICS code, which can be located at the U.S. Small Business Administration website: www.sba.gov.  In addition to the size of business, indicate any other socioeconomic designations such as 8(a), Small Disadvantaged Business, HUBZone Small Business, Service-Disabled Veteran-Owned Small Business, and/or Women-Owned Small Business.
    4. Company's capability to perform a contract of this magnitude and complexity working as a Design-Bid-Build and CMc contractor, by including a brief description of three (3) projects of similar scope, size, complexity, risk, and duration over $200,000,000 completed within the past seven (7) years, customer names and phone numbers, timeliness of performance, and dollar values of the projects. Work performed as a subcontractor is not considered as evidence of capability to succeed as a prime contractor. 
    5. Provide evidence of your company's bonding capability verifying the ability to bond a single project of a magnitude up to $275,000,000 to $325,000,000. In addition, provide evidence of your company’s aggregate bonding capacity.
    6. If your company is/will be part of a joint venture, state the name(s) of the joint venture members and the business size(s) of each.
    7. If you are responding to this Notice from outside the geographic location of the work, please provide a narrative detailing how you would perform the work at a fair and reasonable price to the Government.
    8. This project exceeds the threshold for requirements for a Project Labor Agreement (PLA) (see FAR Subpart 22.5). A PLA is defined as a pre‐hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project. Pursuant to the FAR, agencies are required to use PLAs in large-scale construction projects unless an exception applies. 

    All PLAs must:

    • Bind all contractors and subcontractors on the construction project to the agreement. 
    • Allow all contractors and subcontractors on the construction project to compete for contracts and subcontracts without regard to whether they are otherwise parties to collective bargaining agreements. 
    • Contain language that guarantees against strikes, lockouts, and similar job disruptions. 
    • Set forth effective, prompt, and mutually binding procedures for resolving labor disputes arising during the term of the project labor agreement (i.e. grievance/arbitration procedures). 
    • Provide other mechanisms for labor-management cooperation on matters of mutual interest and concern, including productivity, quality of work, safety, and health. 
    • Specify the wages and fringe benefits of all classification or crafts working on the project. 
    • Fully conform to all statutes, regulations, Executive Orders and Presidential Memoranda.

    1. The project may include deliverables that require Cost Accounting Standards (CAS) (see FAR Part 30).  CAS requires contractors to disclose, follow, and consistently measure how they track and charge costs to the Government. Pursuant to the FAR, agencies are required to use CAS in large, complex projects unless an exception applies.

    Small Business Offerors would be required to submit a certification from a Certified Public Accountant (CPA) stating that its accounting system provides for the following: (1) The accounting system is in accordance with Generally Accepted Accounting Principles (GAAP); (2) There is proper segregation of direct costs and indirect costs; (3) There is proper identification and accumulation of direct costs by contract, and (4) There is a labor time distribution system that charges direct and indirect labor appropriately.  Please verify that you would be able to provide the required certification.

    Large Business Offerors would be required to submit all disclosures in accordance with FAR 52.230-1, Cost Accounting Standards Notice and Certifications and FAR 52.230-7, Proposal Disclosure – Cost Accounting Practice Changes.  Please verify that you will be able to provide the required certifications.

    In accordance with 48 CFR 9903.201-1(b)(3), contracts with small businesses are exempt from all CAS requirements. Therefore, a response regarding CAS clauses is only requested from firms that are other than small businesses.
