Notice of Intent to Award Sole Source to Strategic Business Systems (SBS) for services to build an unclassified production cloud environment and deliver a solution to augment the current COSMOS Research & Development (R&D) environment hosted in Amazon Web Services (AWS) GovCloud at Impact Level (IL)- 4/5.

This synopsis is hereby issued in accordance with FAR Part 5.201. The purpose of this synopsis is to announce the Naval Information Warfare Center (NIWC) Pacific's intent to award a Firm-Fixed-Price purchase order on a non-competitive basis Strategic Business Systems (DUNS 795945687, CAGE Code 1U6R8) of 5180 Parkstone Drive, Suite 110, Chantilly, VA 20151.

Period of Performance (PoP): DOA – 30 September 2027.
Estimated Price: $2M - $4M

The Government intends to negotiate solely with SBS under the authority of FAR 13.106-1(b), Only one source capable of meeting the Government's requirement. FAR Part 13, Simplified Acquisition Procedures and FAR part 12 Acquisition of Commercial items, applies. The applicable NAICS Code is 541511 Custom Computer Programming Services and the business size standard is $34,000,000.

This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement to be considered by the Government.

All responses received before the close date may be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
