1. Description of item(s) to be acquired:

The Operational Contracting Division, Air Force Test Center at Eglin, AFB, Florida, requires Covert Armor Kits in accordance with the Salient Characteristics revised 19 September 2025.

1.  Delivery/Period of Performance:

• FOB Destination delivery terms shall apply.
• Delivery: 30 Days ARO
• Location: DoDAAC: F1T2BR 96 CEN PROJECTS, AF BPN NO MLSBLS PROC CP8508721769, 501 DELEON ST, BLDG 696 STE 100, EGLIN AFB, FL 32542
• The Government requests that the offeror hold the prices in its offer firm until 30 September 2025.

1. The provision FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Offers are due by 1400 CST, 24 September 2025, via electronic mail to andrew.adams.38@us.af.mil with a courtesy copy to darren.alvarez.2@us.af.mil.
   1. Provide Cage code when submitting offer
   2. Must be registered in SAM(xvi)
   3. Offers must show a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary.

      The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

      This solicitation incorporates one or more clauses and/or provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. Also, the full text of a clause may be accessed electronically at this/these address(es):

(a)If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation.
(b)To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must-
(1)Meet the salient physical, functional, or performance characteristic specified in this solicitation;
(i)Brand name, if any; and
(ii)Make or model number;
(3)Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and
(4)Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications.
(c)The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer.
(d)Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation.
