Under Statutory Authority 41 U.S.C. 1901 the VA Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with Carahsoft Technology Corporation. The Contractor will start the System integration of all VISN 12 VAMC s Powerscribe360 instances with Oracle Health EMR. Cara Technology Corporation will perform all integrations through Nuance Communications. Carahsoft Technology Corporation is the sole Government Healthcare Distributor for Nuance Communications. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. The Contractor will start the System integration of all VISN 12 VAMC s Powerscribe360 instances with Oracle Health EMR. Cara Technology Corporation will perform all integrations through Nuance Communications. Carahsoft Technology Corporation is the sole Government Healthcare Distributor for Nuance Communications. If purchased via distribution PowerScribe software and services are only available via Carahsoft Technology Corporation. Nuance Communications does not take orders direct and operates through distribution. All Nuance PowerScribe hardware and software is considered proprietary, therefore any and all services pertaining to the PowerScribe system must be purchased from Carahsoft and subcontracted to Nuance Communications for execution. Only Nuance services personnel are trained and certified to provide PowerScribe services, any other entity performing services risk damage to the existing system as all aspects of the technology are proprietary. This acquisition is conducted under the authority of 41 U.S.C. 1901 Simplified acquisition procedures as implemented in FAR 13.106-3(b)(3)(i), only one responsible source and no other supplies or services will satisfy agency requirements. This will be a firm fixed price contract for a one-time service. The NAICS Code is 541519. This Notice of Intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and services to the Contracting Officer by 8:00AM (CST) 11/24/2025. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Contracting Officer will proceed with the sole source negotiation with the Carahsoft Technology Corporation.
