    Revolutionary FAR Overhaul 6 Justification and Approval for Other Than Full and Open Competition Approval is being requested to modify an existing Single Award Task Order Contract (SATOC) number W912DR20D0020, Indefinite Delivery Indefinite Quantity (IDIQ) for inspection and maintenance service contract for pumps and motors located at the Washington Aqueducts Dalecarlia Pumping Station Facility, to include the pumps and motors at Little Falls Pumping Station Facility. The contract modification will be awarded to Keystone Acquisition Company, Inc. (Keystone Electric) which is the sole provider of services to Pumps and Motors. The contract is an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a duration of five (5) base years and five (5) one-year options. The option years one through five will be modified. The options will be exercised out of critical need to continue service and at the best interest of the government. The Washington Aqueduct (WA), a Division of the United States Army Corps of Engineers, Baltimore District, Contracting Division (CENAB-CT), treats water drawn from the Potomac River to produce drinking water for Washington, DC and portions of Northern Virginia. WA is unique in the Department of Defense, and possibly the Nation, in that the Federal Government owns and operates a public utility. WA has the responsibility to provide safe, reliable, cost-effective drinking water for about one million retail customers 24 hours a day, seven days a week and properly functioning pumps and pump motors are required to make this possible. The Washington Aqueduct (WA) is a critical infrastructure that operates two water treatment plants (WTPs), the Dalecarlia WTP and the McMillan WTP. When necessary, raw water is conveyed from the Potomac River to the Dalecarlia Reservoir for treatment by six (6) pumps located at Little Falls Pumping Station. Potable water produced at the Dalecarlia WTP is pumped into the distribution system using fifteen (15) pumps located in the Dalecarlia Pumping Station. The Dalecarlia and Little Falls Pumping Stations have served the water supply of the Nations Capital for over 60 years. The pump motors were installed and placed in service from 1955 to 1959 to pump water to the city and are an important component of the distribution system, providing 120 million gallons per day to the city.
