    OVERVIEW
    Commodity: Aircraft Scrap Residue / Mixed Metals Scrap
     

    Contract Type: One-Time Sealed Bid Sale
     

    Property Type: Aircraft scrap residue generated through required Demilitarization as a Condition of Sale (DCOS) and Mutilation as a Condition of Sale (MCOS)

    Disposal Requirement: Aircraft, assemblies, components, and identifiable parts are not offered for sale. Saleable property consists only of scrap residue created after completion of required demilitarization, mutilation, Government verification, and formal acceptance.

    Duration: Performance shall commence within five (5) business days following Government approval of the End Use Certificate (EUC) and issuance of the Notice to Proceed by the Sales Contracting Officer.
    All required demilitarization, mutilation, certification, removal, and site restoration activities must be completed within sixty (60) calendar days of issuance of the Notice to Proceed unless otherwise authorized in writing by the Government.

    EUC Notice: The End Use Certificate (EUC) is not required at the time of bid submission. Following bid opening, the apparent high bidder shall submit a complete and accurate EUC within five (5) business days of pre-award notification as part of the Government’s pre-award eligibility, Trade Security Control, and responsibility review. The EUC process is further described in Appendix C — Trade Security Control and End-Use Certificate (EUC) Process.

    • No bid deposit is required.
    • No performance bond is required for this one-time sale.

    Failure to meet material solicitation requirements may result in the bid being deemed non-responsive.

    SITE ACCESS / SECURITY
    NASA Wallops Flight Facility is a secured Federal installation.

    • Advance coordination is required for all site access.
    • Visitor registration and approval are required prior to arrival.
    • Access is restricted to U.S. citizens with valid government-issued identification unless additional approval is obtained for other access categories.
    • REAL ID requirements may apply.
    • All inspection scheduling must be coordinated in advance with the Government.
