(16) Description:
The U.S. Space Force (USSF), Space Systems Command (SSC), requires an IDIQ contract to provide Deployable Attritable Optical Systems in support of SSC.

Authority and Justification: This acquisition is being conducted as a sole source action pursuant to statutory requirements. The project was selected and approved for funding under the APFIT program (authorized by Section 804 of the FY2022 National Defense Authorization Act (NDAA), as amended). As this action is mandated by statute for the transition of innovative technologies, it falls under the exemptions of FAR 6.001(b), and the full and open competition requirements of FAR Part 6 do not apply.

Procedure: This synopsis is not a request for competitive proposals. However, all responsible sources may submit a capability statement which shall be considered for future requirements by the agency. The Government intends to award a sole-source contract to PlaneWave Instruments per the APFIT authority (Section 804, FY22 National Defense Authorization Act (NDAA) following a merit-based selection by the Office of the Under Secretary of War for Research & Engineering (OUSW (R&E)). Following this 15-day notice, a Request for Proposal (RFP) will be issued directly to the source for evaluation. To foster future competition, the Government will monitor the market via Requests for Information (RFIs).
