DHS ANALYSIS TOOL LICENSES & SUPPORT SERVICES

The Department of Homeland Security (DHS), U.S. Citizenship and Immigration Services (USCIS) awarded a sole source purchase order on a basis other than full and open competition on behalf of the USCIS Office of the Chief Financial Officer (OCFO). USCIS procured on a sole source basis an Accounting Reconciliation & Close tool – DHS Analysis Tool – that is available only from one supplier who has sole ownership of the product, Empirical Corporation. The specific FAR Subpart supporting this justification is RFO 6.103-1, only one responsible source and no other supplies or services will satisfy the agency requirements. The contract type for this action was a new Firm-Fixed-Price (FFP) purchase order.
