This is a combined synopsis and solicitation for commercial service prepared in accordance with (IAW) format in Federal Acquisition Regulation (RFO) part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and A WRITTEN SOLICITATION WILL NOT BE ISSUED. RFQ Will close June 15th at 0800 EST Moody AFB is seeking a quick turnaround vehicle procurement. 1. Delivery Requirement All vehicles MUST BE ABLE TO BE DELIVERED TO MOODY AFB NLT one (1) business day after award (0800 - 1700 M-F). 2. Minimum Functional Requirement Moody AFB requires mobile transportation capable of: Seating at least 24 personnel Flashing Beacon (Preferred but NOT required) Must be GAS or DIESEL Must have enough seating to hold 4 personnel each wearing 25 pounds of extremely bulky gear AND carrying full Duffel Bags (One Duffel Bag each). Vehicle cabin carrying capacity up to 800-1000+ lbs Must have storage on the vehicle with features that prevent any items from either rolling or falling out; way to retain items. Providing storage capacity capable of carrying and securing up to 200-400 lbs of gear Must NOT contain any lithium-ion batteries (For safety) Vehicle must have All Terrain Capabilities Provide Roof/overhead protection for ALL passengers This seating requirement may be met through multiple vehicles or alternative vehicle types, provided they meet the minimum characteristics listed above. 3. Preferred Vehicle Configuration The preferred solution is six (6) Utility Task Vehicles (UTVs) meeting the following minimum characteristics: Four-seat configuration Four-wheel design Roof/overhead protection Small cargo bed No additional performance characteristics (speed, towing capacity, engine type, etc.) will be evaluated. Vendors will not be excluded from consideration if their proposed solution does not match the preferred vehicle configuration. 4. Evaluation Criteria 1. Quotes will be evaluated based on lowest price technically acceptable. In addition, quotes will be evaluated based on the criteria stated in the next paragraph. 2. Offerors quotes, which are evaluated, shall be evaluated on a pass/fail basis and rated as acceptable or unacceptable. The two lowest priced quotes shall be evaluated first. If the lowest priced quote is deemed technically acceptable, the next lowest priced quote will be evaluated to ensure competition exists. Evaluation will continue in order by price until two quotes are deemed technically acceptable; all proposals may not be evaluated for technical acceptability. 5. Requested Information From Respondents Interested vendors should provide: Company name, CAGE code, UEI and point of contact Product description(s) meeting the requirements Delivery capability confirming NLT one (1) business day after award (0800 - 1700 M-F). Estimated pricing (non-binding) Any available product literature or specification Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
