DUAL JUNCTION ISOLATORS

This is a Combined Synopsis/Solicitation for the acquisition of Dual Junction Isolators. Please see attached solicitation documents for further details.

1. This is a combined synopsis/solicitation for commercial products prepared in accordance with RFO Part 12. This announcements constitutes the only solicitation. A quotation is be requested, and a separate written solicitation will not be issued.
2. Solicitation Number: FA930226Q0046 ** Please provide the full solicitation number on all packages.**

NOTICE OF INTENT TO SOLE SOURCE: The AFTC Contracting Directorate (AFTC/PZZF), Edwards AFB intents to issue a sole source, Firm-Fixed Price purchase order to DiTom Microwave Inc. (CAGE 0AX52) under the authority of 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” Market research has determined that only the Original Equipment Manufacturer (OEM), DiTom Microwave Inc,. possessed the proprietary technical data required to manufacture these adapters to safely interface with the Government’s existing equipment.

While this is a sole-source requirement, any responsible sources who believe they can meet all the requirements described in this synopsis may submit, in writing, a complete quote and technical capability statement for consideration. Offerors are required to submit with their quote enough information for the Government to evaluation the requirements detailed in this combined synopsis/solicitation.  Offerors shall submit quotes via email’ please not the maximum file size 10MB. Emails over this file size will not be received. Submit only written offers; oral offers will not be accepted.

This solicitation is issued as a Request for Quote (RFQ).

1. This solicitation document and incorporated provisions and clauses are in effect through the Revolutionary Federal Acquisition Regulations Overhaul (RFO) 2026-1, R-DFARS Change 03/09/2026, and Class Deviation 2026-O0015.
2. THIS REQUIREMENT WILL BE: Sole Source to a Small Business (DiTom Microwave Inc.). The North American Industry Classification System (NAICS) number for this acquisition is 334519 with a size standard of 750 employees.
3. Delivery: Period of Performance/Lead tune will be 21 days ARO. FOB Destination to Edwards AFB, CA 93524.
4. The provision at 52.212-1, Instruction to Offerors – Commercial Products and Commercial Services (DEV 2026-00380, applies to this application. Provisions and clauses can be viewed at Acquision.gov,  https://www.acquisition.gov/far-overhaul.

1. Basis for Award: Because this is a sole-source acquisition, the provision at 52.212-2, Evaluation—Commercial Products and Commercial Services, is not applicable. The Government will award a purchase order resulting from this RFQ to DiTom Microwave Inc. upon a determination by the Contracting Officer that the proposed price is fair and reasonable.
2. Offerors shall include complete copies of all applicable provisions. Offers will be considered incomplete if these are not included with the quote. The Offeror shall ensure their annual representations and certifications are current on the System for Award Management (SAM) website at https://www.sam.gov.
3. The clause at 52.212-4, Terms and Conditions—Commercial Products and Commercial Services (DEV 2026-O0038), applies to this acquisition.
4. Additional Contract Requirement or Terms and Conditions: Please find the complete list of applicable provisions and clauses in the attached solicitation document. Pursuant to new RFO procedures, 52.212-5 is no longer utilized, and all applicable statutory and executive order clauses have been explicitly incorporated by reference or full text in the attachment.

6. Quote Submission Information:
   It is the government’s intent to award without discussions. Therefore, the initial quote should contain the offeror’s best terms from a price and technical standpoint. However, the government reserves the right to conduct discussions if the Contracting Officer (CO) determines that discussions are necessary.
