EISENHOWER AND SNELL LOCK PRESSURE GROUT REPAIRS

This is a combined synopsis/solicitation for commercial services prepared in accordance with the Format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The solicitation is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2025-05 dated August 07, 2025. This requirement is being solicited as a Total Small Business Set Aside using FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. The NAICS Code is 238990 – All Other Specialty Trade Contractors with a small business size standard of $19.0M. The solicitation number is 6923G525Q0660.
**NOTE: Offerors must be registered in SAM.gov and have an active registration at the time of this solicitation closing and at the time of award.

SCHEDULE OF SUPPLIES/SERVICES: See Attachment B –Pricing Sheet.

DESCRIPTION OF WORK: GLS has a requirement for a qualified contractor to seal designated cracks in the selected recess areas to stop current water infiltration and any infiltration in adjacent areas as a result of the work. 
CONTRACT TYPE: This solicitation is a Request for Quote (RFQ) that will result in the award of a firm fixed price contract under FAR Part 12 and FAR Part 13, subject to the availability of funds.
CONTRACT PERIOD OF PERFORMANCE: The Contractor shall begin performance within 10 calendar days and complete within ninety (90) calendar days after receiving the notice to proceed.

PLACE OF PERFORMANCE: Eisenhower and Snell Locks, Massena, NY 13662.

SITE VISIT DATE: September 02, 2025, 11:00AM EST.
Participants shall meet at Eisenhower Lock Overlook (North), 190B Barnhart Island Road, Massena, NY 13662. Attendees shall confirm their attendance via email to chora.snyder@dot.gov no later than September 02, 2025, at 8:00AM EST.

QUESTIONS DUE DATE: September 04, 2025, 2:00PM EST. Questions must be sent via e-mail to chora.snyder@dot.gov arriving no later than September 04, 2025, 2:00 PM EST.
