This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The RFQ number is N4215826Q0024. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2025-06 and DFARS Change Notice. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.     This contract is being solicited as Full and Open, The NAICS code is 811310, PSC J039, and the Business Size Standard is $12,500,000.00.

    Request for Response: Norfolk Naval Shipyard requests a service contract to perform 4 quarterly Preventive Maintenance (PM) procedures on each of the Norfolk Naval Shipyard (NNSY), Code 900F Emergency Diesel Generators (EDG) specified within this Statement of Work (SOW).

    Delivery Location: Norfolk Naval Shipyard

    The solicitation will close on June 14, 2026, at 5:00 PM. The expected performance period includes a base year and option periods, which are as follows:

    Period of Performance:

    • Base year: 07/27/2026 - 07/26/2027. 
    • Option year 1: 07/27/2027 - 07/26/2028.
    • Option year 2: 07/27/2028 - 07/26/2029.
    • Option year 3: 07/27/2029 - 07/26/2030
    • Option year 4: 07/27/2030 – 07/26/2031

    All CLINs, including the Base Year and all Option Years, shall follow the standardized structure below. Each service shall be priced in accordance with the required quarterly maintenance schedule

    Key Consideration:

    The Government will evaluate the Offeror’s technical capability and proficiency to perform the tasks in the Statement of Work. The assessment will focus on the Offeror’s understanding of the technical requirements and the soundness and adequacy of its proposed methods, procedures, and approach. The evaluation will also consider the Offeror’s demonstrated ability, knowledge, and understanding necessary for successful performance

    1. Alignment with Requirements — Does the scope of the proposed services fully align with NNSY’s stated requirements?
    2. Authorized Technical Representative Status — Does the vendor provide valid verification that it is an authorized Technical Representative?
    3. Adaptability to NNSY Needs — Does the vendor tailor its services to the specific operational circumstances and preferences of NNSY?
    4. Maintenance Support Capability — Can the vendor provide sufficient support to meet the maintenance schedule, including any additional maintenance required if issues are identified?

    Delivery

    Each Offeror shall provide confirmation of its ability to deliver all required materials and services for the estimated period of performance

    Price

    Each Offeror shall provide all‑inclusive pricing for all services and parts required for completion during the period of performance.

    Evaluation Criteria:

    NNSY will evaluate each Vendor’s proposal according to the following factors:

    Factor 1: Technical Capability: The Government will assess the Offeror’s technical capability and proficiency to perform all tasks in the Statement of Work. The evaluation will focus on the Offeror’s understanding of the technical requirements and the soundness and adequacy of its proposed methods, procedures, plans, and approaches for all Line Items. The assessment will consider the Offeror’s responses to all requirements outlined in the Statement of Work and the Instructions to Offeror

    Factor 2: Past Performance: The Government will evaluate the Offeror’s relevant past performance to determine its level of confidence in the Offeror’s ability to successfully perform the required services. Because this requirement involves service and maintenance, the Offeror must demonstrate experience performing work of similar scope, size, and complexity, including:

    • Support & Maintenance Experience — Demonstrated experience providing the labor, materials, services, and equipment necessary to keep leased equipment fully operational and compliant throughout a performance period
    • The Offeror shall provide one (1) to two (2) past performance examples completed within the past 24 months that demonstrate relevant experience. Examples should include work related to Hazmat rental services or similar equipment requiring operational support, maintenance, and compliance oversight

    Factor 3. Price will not be the sole factor in the selection process. However, should prospective vendors be deemed equal across all specified evaluation criteria, price may serve as the determining factor in awarding the contract

    The following outlines the required maintenance:

    The following information below is a breakdown of services to be provided by the ACSP under each specific PM Level.

    Required Maintenance

    • Caterpillar PM Level 1: 99-point generator inspection for engine, lubrication system, cooling system, fuel system, air induction and exhaust system, electrical system, Fluid Sampling and analysis, inspection report and repair recommendations.
    • Caterpillar PM Level 2: 99-point generator inspection for engine, lubrication system, cooling system, fuel system, air induction and exhaust system, electrical system, Fluid Sampling and analysis, inspection report and repair recommendations, change engine oil, replace engine oil and fuel filters, dispose of all waste oil and materials, inspect turbocharger, inspect generator bearings.
    • Caterpillar PM Level 3: check space heater for proper operations, check generator for moisture, dust, oils, greases, and debris on main stator windings, exciter, and PMG (clean as needed), Drain, flush, and fill engine coolant, replace thermostat, replace coolant hoses, replace drive belts, replace batteries, inspect turbocharger for proper operation, check turbocharger end play and radial clearance on turbine wheel and shaft, adjust engine valves, inspect generator bearing and bracket.

    Compliance Requirement:

    Proposal Submission:

    All proposal submissions must be complete, accurate, and received by the stated deadline. Any incomplete, late, or partial submission shall result in the vendor being automatically disqualified from further consideration. It is the responsibility of each Offeror to ensure full compliance with all solicitation instructions and submission requirements. Please limit submission to no more than 10 pages. 


    All responsible vendors may submit proposals. By submitting, vendors certify they are not suspended, debarred, or otherwise ineligible for federal contracts. Awardees must maintain SAM registration throughout contract performance.
