Engineering and Obsolescence Support for Common Total Ship Computing Environment
Naval Surface Warfare Center Dahlgren Division (NSWCDD), located in Dahlgren, VA intends to establish a contract, type to be determined ((TBD): Basic Ordering Agreement (BOA) / Indefinite Delivery / Indefinite Quantity (IDIQ)), on a sole source basis with General Dynamic Mission Systems, Inc. (GDMS) of 100 Plastic Save Pittsfield MA 01201-3632. It is anticipated that Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) orders, with a maximum ordering value TBD, will be placed against the contract vehicle during a five (5) year period from the date the contract vehicle becomes effective.
The primary products and services include overall in-service engineering and life cycle support for Common Total Ship Computing Environment (C-TSCE) variant system consisting of Command, Control, Communications, Computers, Combat Systems (C5I) critical engineering; design; integration; test and evaluation; software development, testing, and load; system upgrade/replacement planning onboard and at sites; logistics product development and distribution; configuration management of the systems and logistics products; as well as training systems. These activities will be executed at a minimum to support the Littoral Combat Ship (LCS), with the possibility of other ship classes, C51 equipment, components, software, and training. GDMS is the Original Equipment Manufacturer (OEM) of the Independence variant combat system consisting of the Integrated Combat Management System (ICMS), its interfaces, C51 elements, software applications, and the networking environment. As the OEM, GDMS has the unique and extensive knowledge and expertise related to the variant’s combat system. GDMS currently supports this requirement on a sole source basis.

This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government.
