    ​​​​​Purpose

    This is a pre-solicitation notice for the FAA’s Enterprise Programs, Infrastructure, and Communications Services (EPICS) II procurement. This notice serves the following purposes:

    1. Provides the consolidated EPICS II Draft Screening Information Request (DSIR) (also referred to as draft SIR in this notice); and
    2. Solicits industry questions, explanations, interpretations, concerns, clarifications, and possible discrepancies associated with the DSIR, including questions associated with potential improprieties in the SIR that are apparent prior to issuance of the final SIR.

    All costs associated with the preparation or submission of responses is the responsibility of the potential source. The U.S. Government will not pay for an information received or costs incurred in preparing the response to the market survey. Any cost associated with the market survey submission, therefore, is solely at the interested contractor’s expense.

    Background

    Communications infrastructure and services are vital to operation of the National Airspace System (NAS) as well as the FAA’s administrative and mission support functions. EPICS II will provide contractor support services for the FAA’s Communications, Information, Network Programs (CINP) organization, Data Communications (DataComm) program and the Telecommunications Integrated Services (TIS) organization.

    The EPICS II contractors will support engineering solutions as well as the operation, testing, maintenance, upgrade and deployment of highly complex communications and network systems. The EPICS II Statement of Work (SOW) (provided as Section C of the DSIR) describes the type of services envisioned under seven (7) distinct Functional Areas (FAs) as follows:

    • System Engineering;
    • Program Management Support;
    • In-Service Management and Support;
    • Business and Financial Management
    • Information Systems Development and Support;
    • Studies, Analyses, and Evaluations; and
    • Administrative Support.

    Request for Industry Input

    Industry must submit questions, explanations, interpretations, concerns, clarification requests, and possible discrepancies associated with the draft SIR via the form provided as Attachment L-1. The FAA seeks to address potential improprieties in the SIR that are apparent prior to issuance of the final SIR. The FAA intends to, and requests industry’s assistance in, reducing the potential for pre-award protests that are based on improprieties in the SIR (ref. DSIR Section L.1.3, AMS clause 3.9.1-3, Protest (April 2024)).
