    This is a combined synopsis/solicitation for commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

    Solicitation number W9132T26RA003 is issued as a request for proposal (RFP) by the U.S. Army Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL).  The requirement is for developing Micro-Computer Aided Cost Estimating System 2nd Generation (MII) project item assemblies and associated data artifacts in support of the Enterprise-SMS (E-SMS) program over a five (5) year ordering period by utilizing a Single Award Task Order Contract (SATOC), Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle. Please reference the attached solicitation and all attachment documents for full detail of the requirements, for detail on the information required in a proposal submission under this solicitation, and for all applicable provisions and clauses.

    This acquisition is a total set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.
