The Medical Readiness Contracting Office - Pacific intends to award a firm-fixed price contract for the non-personal services of Entomology Laboratory Specialist Services for Brian D. Allgood Army Community Hospital at Camp Humphrey, Korea. The contractor shall provide the non-personal services of an Entomology Lab Specialist at the Brian D. Allgood Army Community Hospital, Department of Public Health, Entomology Section. The Contractor shall provide an entomologist to conduct arthropod- and rodent-borne disease surveillance IAW guidelines, such as DoD Directives, Defense Health Agency and Army Regulations, entomological standing operating procedures (SOPs), and professional standards of ethics and conduct. Required qualifications include, but are not limited to: Education: MS degree, with transcripts, from an accredited college/university, with emphasis in entomology that allows him/her to be proficient in basic entomological skills. The Entomologist must submit a current resume/curriculum vitae as a part of technical proposal with evidence of MS degree in an entomological related field. Licensure/Certification/Registration: A resume that substantiates the proposed Entomologists English speaking abilities in order to communicate with non-Korean speaking advisors and supervisors and be able to demonstrate report-writing skills. The Entomologist shall also be fluent in Korean to communicate with Korean co-workers. The Entomologist shall be computer literate. He/she shall possess basic computer skills to enable him/her to enter and retrieve data and prepare reports in MS Office programs, including MS Word®, Excel®, and Power Point®. Experience: The Entomologist shall have a minimum three (3) years total (full-time) within the last 5 years experience in working in an entomology laboratory curating and processing arthropods (>100,000 per season) for rearing, identification, and other related entomological skills. The Entomologist shall have a minimum of three (3) years total (full-time) taxonomic experience for identification of Culicoides spp. (biting gnats) within the last 5 years. The Entomologist shall have a minimum of three (3) years total (full-time) experience for conduct of CDC Bottle Bioassays and larval insecticide assays for detecting insecticide resistance including mixing insecticides and rearing mosquito larvae within the last 5 years. This requirement is for a one-year period of performance 21 September 2025 30 September 2026, plus four one-year options, and the FAR 52.217-8, Option to Extend Services. The NAICS code for this proposed procurement is 541690 and the annual size standard is $19M. This solicitation package will be available on the SAM.gov website (http://SAM.gov/) approximately in May 2025. However, the Republic of Korea (ROK)-United States (U.S.) Status of Forces Agreement (SOFA), may preclude the U.S. Government from granting Invited Contractor or Technical Representative Status to any offeror, for this requirement. All sources submitting a quote, including U.S. sources, must already have OR confirm their ability to obtain the requisite business licenses directly from the ROK Government, and conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration. If an initial quote does not fully demonstrate this authorization and capacity, it will not be further considered for award. Whether an offeror demonstrates this authorization and capacity shall be determined by the Contracting Officer.
