1. Manual Quantity – The CLIN description states "1 copy each paper manual and digital copy of manual." Can you confirm whether this requirement is for one (1) set of manuals total for the entire order, or one (1) set per pump (four sets total)?

One set is all that is required.

2. Delivery Address – The Purchase Description references "US Moorings 8010 NW St Helens Rd, Portland OR 97210," while the solicitation lists "USACE Portland District Logistics Warehouse, 8010 NW Saint Helens Rd, Portland, OR 97201-3699." Can you confirm the correct delivery address and zip code for shipping purposes?

The address is the same for both: 8010 NW St Helens Rd, Portland OR 97210

3. Scope of Work – The Purchase Description Section 02 (Safety Precautions) references the vessel’s LOTO policy and EM-385-1-1 requirements, which could imply on-vessel work. However, the rest of the solicitation reads as delivery only, with inspection at the warehouse. Can you confirm whether the scope is limited to delivery of the pumps, or if any on-site installation or support on the Dredge Essayons is expected?

This is for delivery only and yes inspection will be done upon delivery by the Government.

4. Packaging and Labeling – The contract references MIL-STD-129 for shipment marking. Is MIL-STD-129 compliant packaging and labeling required, or is standard commercial packaging acceptable for this delivery?

Packaging must be MIL-STD-129 as stated.

5. Warranty – Are there any specific warranty requirements or minimum warranty duration expected for the pumps beyond the manufacturer’s standard warranty?

Manufacturers standard warranty shall suffice.

6. Buy American Compliance – DFARS 252.225-7001 is incorporated in the contract. Will a Buy American certificate or domestic manufacturing certification be required with our quote submission?

A certificate is not required, but any parts delivered that are not in compliance with the specification will be considered non-conforming and not accepted.

USACE, Portland District is hereby issuing this Request for Quote (RFQ), W9127N26QA057, soliciting for the brand name only purchase of four (4) Corcoran saltwater pumps for the Dredge Essayons Vessel. The attached solicitation document, incorporated provisions and clauses are in effect through Federal Acquisition Circular FAC 2025-06.

This solicitation is advertised as 100% Small Business Set aside under NAICS code 333914 - Measuring, Dispensing, and Other Pumping Equipment Manufacturing. The Small Business Size standard for this NAICS code is 750 employees.

All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of SAM registration will make an offeror ineligible for award.
