EXPLICIT PARCEL OWNERSHIP DATA

1. Introduction.

This solicitation is issued as an Request for Quotation (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03.

This procurement is being issued on a Full and Open basis.

2. Applicable North American Industry Classification System (NAICS) Code and Product and Service Code (PSC).

The applicable NAICS CODE: 541990 – All Other Professional, Scientific and Technical Services (Size Standard in millions of dollars $19.5M).

The applicable Product and Service Code (PSC):  R702 SUPPORT- MANAGEMENT: DATA COLLECTION

3. Type of Contract to be Awarded.

The Forest Service plans to award a firm fixed price contract for solicitation 12444825Q0013.

4. Type of Solicitation.

The solicitation will be governed by Federal Acquisition Regulation Part 13, “Simplified Acquisition Procedures”.

7. Contract Description.

Forest Inventory & Analysis (FIA) is seeking spatially explicit parcel ownership data for the US, to include spatial boundaries, property address, ownership name, mailing address and assessment information (e.g. parcel size, assessed value, recent sale dates). Our goal is to provide accurate, current ownership information to employees conducting forest research.

In accordance with Statement of Work. 

8. Conditions Required for Submitting Proposal

Contractor shall comply with all of the following conditions. 

• Data for all lands within all 50 US states provided in ESRI GeoDatabase format with separate polygon and point files for each state.
• The polygon files should contain the spatial boundaries of the parcels.
• The point files should contain property address, ownership name, mailing address.
• Quarterly updates with full refreshes of all available data.
• Files must have the fields and specifications in accordance with the Statement of Work.

9. Estimated Period of Performance.

It will be a Base with 4 Option Years

10/01/2025 To 09/30/2030

11. Type of Set-aside.

Full and Open Competition

12. Location.

Performance will take place at the vendor’s facility.

A Service Contract Labor Standards wage determination has not been included since performance will not take place at a government facility.

The place of performance is unknown, contingent upon location of the successful quoter.

A wage determination will be incorporated into the resultant contract based on where the successful quoter intends to perform services.

Quoters must take this into consideration when submitting their quote. See FAR 52.222-49.
