F-4U, P-38, AND SBD DAUNTLESS AERIAL STATIC DEMONSTRATION SERVICES

1. This pre-solicitaion notice is in accordance with FAR 5.101(c). This is not a Request for Quotation (RFQ), a Request for Proposal (RFP), or an Invitation for Bid (IFB). The Government is not soliciting quotes or proposals at this time. 

2. Description:

The TAFB Wings over Solano Airshow requires Static Demonstration services of one F-4U, one P-38, and one SBD Dauntless. The Contractor shall provide all personnel, tools, materials, supervision and other items and services necessary for Aerial Static Demonstration services.

The Contractor shall provide comprehensive services for the 2026 Travis AFB Air Show from April 24-26, 2026. This includes all planning, practice, and execution phases. Personnel must arrive on or before April 23, 2026, and depart no later than 8:00 AM on April 27, 2026.

3. Procedures for Award:

The Government intends to issue a Request for Quotation (RFQ) and award a firm-fixed-price purchase order. The award basis is anticipated to include Technical and Price. The Government anticipate to award on or about 20 March 2026.

7. Statement Regarding Responsible Sources: All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency.

8. Competitive Status IAW FAR 5.101(c)(4)(vii): This is a noncompetitive action. The intended source is Planes of Fame Air Museum due to their capbility to provide all three required aircrafts: F-4U, P-38, and SBD Dauntless. Additionally, the proximity of their location assures that the period of performance is met.
