    Description

    The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), NOAA Fisheries, Northeast Fisheries Science Center (NEFSC) intends to award a single award, Indefinite Delivery, Indefinite Quantity (IDIQ) commercial services type contract with a five (5) year ordering period, including Firm-Fixed-Price rates for Fishery Observer Support Services and a Time and Materials (T&M) line item for Travel, Training, and Vessel Meal Reimbursements in support of the Northeast Fisheries Observer Program (NEFOP).


    The NEFSC requires a contractor to provide all qualified personnel, material, equipment, services, support and facilities (except as otherwise specified) to perform quality environmental, biological, and fisheries operations data collection, data analysis, and information dissemination for the NEFSC. Data quality is of the utmost importance.

    Performance of contract requirements may occur in multiple locations on land and at sea. The primary Place of Performance is Woods Hole, MA. The Period of Performance of this IDIQ is anticipated to be from 06/08/2025 – 06/07/2030.


    This solicitation is set aside 100% for small business. The associated North American Industry Classification System (NAICS) code is 541690, and the small business size standard for this requirement is $19.0 Million. It is highly encouraged that any small business meeting this size standard and desiring to be considered for award be registered in the System for Award Management (SAM) using this NAICS code. The Government intends to award a single award IDIQ contract as a result of this solicitation; however, the Government reserves the right to award no contract at all, depending on the quality of the proposals and the prices submitted.
