    EXPRESSION OF INTEREST (EOI) FOR FACILITY SPACE IN IDAHO FALLS, IDAHO

    Battelle Energy Alliance (BEA) is the Managing and Operating Contractor to the U.S. Department of Energy (DOE) for the Idaho National Laboratory (INL) and is issuing this Request of Expression of Interest (EOI) as a means of conducting market research to identify parties having an interest in and the resources to partner with BEA to replace aging facilities and to provide additional space for new and expanding programs in or around the vicinity of Idaho Falls, Idaho. 

    Notice: This advertisement is a notice of a potential opportunity. This advertisement is not a solicitation for offers, nor is it a request for proposals. The purpose of this advertisement is to identify potential interested parties and suitable locations and explore various approaches to solutions.  It is not intended to pre-qualify or disqualify any potential offers. BEA will not pay for any costs incurred as a result of this advertisement. BEA cannot provide any warranty, express or implied, as to the accuracy, reliability, or completeness of contents of the furnished information found within this advertisement; BEA is under no responsibility to respond or answer any inquiries regarding this advertisement. Respondents are advised that BEA assumes no responsibility to award a lease or other contractual vehicle upon responses to this advertisement.

    Over the next five to seven years, BEA may seek to secure between 200,000 to 350,000 square feet of general use office space.  Interested parties are not required to offer the full amount of space or to provide a single comprehensive solution.  BEA is interested in multiple, partial options as well as full-scale solutions.  Partnering methods may include but are not limited to:

    • Full-Service Leases
    • NNN Leases
    • Privately Financed Lease Construct
    • Purchase/Sell of Existing Facilities

    Developer Financed Construction with Purchase and Sell Agreement. BEA is exploring all options in the Idaho Falls area, with a strong preference for facilities located near its existing ones on MK Simpson Blvd. BEA desires to secure class A facilities that are professional, energy efficient, and are designed with human wellness in mind.

    BEA currently leases a building, containing a minimum of 280,000 gross exterior feet of office space. The lease is set to expire. Therefore, BEA is considering alternative space if economically advantageous. In making this determination, BEA will consider, among other things, the availability of alternative space that potentially can satisfy BEA’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and infrastructure, and non-productive company downtime. Continuity of services must be maintained,

    Interested parties are invited to respond by submitting an expression of interest including the following:

    • Company name, address, point of contact, phone number, and email address.
    • Your company’s socioeconomic size standard based on NAICS 531120 – Lessors of Nonresidential Buildings.
    • Indication if your company is registered in SAM.gov.
    • Description of the partnering methods of interest which may include, but is not limited to private financed lease construction, lease of existing buildings, purchase/sell of existing buildings, developer financed construction with purchase and sell agreement, etc.
    • Date of space availability.
    • Description of the amount of parking available onsite.
    • Description of your capacity to provide solutions to some or all of the space needs identified above.  Include potential locations for development, specifying the  city and proximity to the INL desert site and/or existing BEA facilities on MK Simpson Blvd.
    • Description of capabilities and qualifications for effective property management.
    • Description of any past or current agreements with federal agencies or federal contractors.  Include recommendation letters from clients if available.
    • Provide a projects list of past or current facilities constructed, owned, or serviced.
