    Description

    This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Please see attachments. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation N6852024Q0005 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-01. This procurement is a total set-aside for small business under the authority of FAR Part 52.219-6 under NAICS Code 541380 with a size standard of $19,000,000.00. Period of Performance: 60 days after award of contract. The Contractor shall accomplish growing fatigue cracks in twenty-one (21) Government furnished plates and ten (10) Government furnished threaded rod test pieces for FRCSE Materials Engineering Laboratory located at Fleet Readiness Center Southeast at Wright Street Building 793, Jacksonville, FL 32212. FRCSE Materials Engineering Nondestructive Inspection (NDI) Division has a need for representative fatigue flaw test pieces to perform studies on NDI equipment. The fatigue cracked plates and fatigue cracked threaded rod specimens will aid in sensitivity studies for inspection systems used on the F-5, F-18 and Trainer aircraft as well as Engine platforms (F404, F414, TF34). All quotes shall be submitted via email to Jenna Lang at jenna.l.lang2.civ@us.navy.mil. All quotes shall be submitted no later than 4:00PM Eastern Standard Time on 8 FEBRUARY 2024. The Government intends to purchase on a firm fixed-price basis, and to solicit and negotiate the proposed purchase order on a competitive basis listed under the authority implemented by Federal Acquisition Regulation (FAR) by FAR Part 12 and 13. Solicitation closing date/time is firm; proposals received after the deadline will not be accepted. Your quote will only be evaluated based on the information provided. The award will be made on the basis of lowest evaluated price of proposals meeting or exceeding the acceptability standards. This is a firm fixed-price procurement; therefore, the initial offer should represent the vendor’s best quote in terms of price and technical acceptability. A determination by the Government not to accept the proposal for not meeting the minimum requirement is solely within the discretion of the Government. Interested parties must be registered in System for Award Management (SAM) Database prior to submission of an offer to be considered for award of any Department of Defense contract. If not previously registered, registration can be accomplished electronically at http://www.sam.gov/vendor.cfm. The Government will not pay for any information received.
