    The Federal Bureau of Prisons (FBOP), Federal Correctional Complex (FCC) Oakdale, anticipates the issuance of a solicitation for the award of a firm-fixed-price construction contract for a project titled Replace Water Tanks at FCC Oakdale located at 1507 East Whatley Road, Oakdale, Louisiana, 71463.

    This is a combined synopsis/solicitation for a project titled Replace Water Tanks at FCC Oakdale located at 1507 East Whatley Road, Oakdale, Louisiana, 71463, and is prepared in accordance with the format in subpart FAR Revision Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation is issued (see attached). You are required to provide all pages of the written attached solicitation with your complete quotation.

    Solicitation Number: 15BBNF26Q51800002 and is issued as a Request for Quotation (RFQ)

    A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-1, Effective Date March 13, 2026.

    This is a 100 percent small business set-aside. You must be registered in www.sam.gov as a small business for the applicable NAICS code. (see FAR Provision 52.219-1 in the Representations and Certifications section of your sam.gov registration.

    The Period of Performance for this project will be 336 Calendar Days from the issuance of the Notice to Proceed.

    The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition and a statement regarding any addenda to the provision.

    All quotes will be evaluated based on price and past performance.

    All quoters are required to submit a complete copy of their Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer.

    SCOPE OF WORK:

    The contractor will provide all necessary equipment, labor, materials, and incidentals to removal and demolition of existing 500,000 gallon ground mounted water tanks and replace with two (2) 948,131 gallon ground mounted water tanks. The work required will not be inside the secure perimeter of the prison, thus contract pricing should reflect ordinary industry pricing.

    The estimated magnitude of the project is between $5,000,000.00 and $10,000,000.00.

    The North American Industrial Classification System (NAICS) code applicable to this requirement is 237110 - Water and Sewer Line and Related Structures Construction. with a corresponding small business size standard of $45.0 million average annual receipts for the firms preceding three fiscal years.

    The solicitation will only be distributed soley through the Contract Opportunity website at

    https://www.sam.gov. Hard copies of the solicitation will not be made available. The website provides download instructions for documents.

    The "Sensitive/Secure Package Upload" option will be selected for this procurement. All

    secure/locked documents upload, to include the solicitation will require an active SAM vendor registration to obtain access. In addition, only those vendors who have been issued a valid Marketing Pamer Identification Number (MPIN) from www.sam.gov will be granted access.     SITE VISIT:

    An organized site visit has been scheduled for Wednesday – 8/14/2026 at 9:00am CST with Mr. Ken Keys, in the Front Lobby at FCI I to sign in. The address is 1507 East Whatley Road,

    Oakdale, LA 71463.  Participants are advised that they will not be entering the Federal Prison, however, must provide proper identification upon arrival and sign in to the logbook. Attendance is not mandatory but highly advised.

    All attendees are required to submit NCIC for each person in attendance. These must be submitted to Mr. Keyes at keys@bop.gov no later than 8/13/2026 by 1:00pm CST.
