SOURCES SOUGHT NOTICE

THIS IS NOT A REQUEST FOR PROPOSAL (RFP) OR REQUEST FOR QUOTATION (RFQ)

This is a Sources Sought Notice and does not constitute a solicitation by the government. The information gathered from this request is for planning purposes only. If a solicitation is issued, it will be issued at a later date. The Government is not obligated, nor shall it pay, for any information received from potential sources as a result of this Sources Sought Notice. No official solicitation exists in connection to this notification. If in the future an official solicitation is released, there is no guarantee that sources responding to this sources sought will be included on the sources list. 

This Sources Sought Notice is to determine the availability and capability of small businesses including certified 8(a), Small Disadvantaged, HUBZone firms, Veteran and Service-Disabled Veteran-Owned Small Businesses, and Women Owned Small Businesses to perform the requirements of the draft Statement of Work.

The NAICS code associated with this requirement is 315210, and the small business size standard for this NAICS is 750 employees. 

BRIEF SUMMARY OF WORK

Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Yokosuka (FLCY) Site Marianas (Guam) is seeking sources capable to supply approximately 450 custom T-shirts in support of Joint Region Marianas (JRM) Fire & Emergency Services. The Buy American statute applies to this requirement. See attached draft Statement of Work (SOW) for details. 

SUBMISSION DETAILS

Interested parties are requested to submit a capabilities statement that explicitly demonstrates the contractor's capabilities to provide the required product(s). The capabilities statement shall be concise (no more than 5 pages in length) and focused on the requirement as described in the draft SOW.  The deadline for responses to this request is no later than 10:00 AM Japan Standard Time (JST) on 09 September 2025.

Capabilities Statement should include:

1. COMPANY PROFILE: company name; company address; business size; CAGE code; UNIQUE Entity ID; NAICS codes; point‐of‐contact name, telephone number, and email address; and indicate if actively registered on System for Award Management (SAM).
2. Any relevant GSA schedules or other contract vehicles
3. RELEVANT EXPERIENCE: Provide a minimum of one and up to three projects completed within the last ten years that are similar in size, scope, and complexity to the current requirement.  Submit the location of the work, a brief summary of the work, and statement of the firm’s involvement in the work (prime contractor, subcontractor, and approximate percentage of self-performance) for each project.
4. OTHER: 
   • Can your company provide Buy American Act compliant T-shirts?
   • What printing process would you recommend to apply logo and text?
   • Does pricing vary depending on the t-shirt sizes? 
   • What is a reasonable lead-time to produce and deliver t-shirts? 
5. SOW Comments/Questions (Optional): Submit any comments or questions that your firm may have regarding the SOW.  The Government will consider them as it finalizes the SOW. The Government will not issue any updates to the Sources Sought with responses to any questions or comments received.
