FMC CARSWELL 2ND QTR FY '26 NATIONAL MENU

This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 15B50526Q00000004 and is issued as a Request for Quote (RFQ). This Solicitation is for 2nd Quarter FY26 National Menu. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-01. This solicitation is issued as Total small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 311999 with a small business size standard of 700.00 employees.

Items will be awarded individually.  More than one item may be awarded to one offeror/contractor.    

Award will be made to the responsible offeror whose quote conforms to the requirements and is determined to provide the best value to the Government. The following are the evaluation factors that will be used to evaluate each offeror:

(1) Price - The government will evaluate the Offerors proposed price to ensure it is fair and reasonable; and

(2) Past Performance - Past performance information shall include prior experience and similar performances undertaken by the contractor.

(3) Technical Capabilities

Past performance and Technical capability are significantly more important than price.

Quotes shall be accepted up to 4 decimal places.

DELIVERY REQUIREMENTS/INSTRUCTIONS:

• All deliveries must be palletized unless prior arrangements were agreed to by warehouse staff.
• All non-frozen, perishable foods must be delivered between 34 degrees F and 40 degrees F.
• All canned goods must be delivered above 34 degrees F and not frozen.
• Any product that indicates prior thawing will be refused.
• All items will be closely inspected.
• Some items may require thawing and cooking to determine specification compliance.
• Receipt of delivery may be conditional for a period of three (3) days to allow for adequate examination and testing.
• Items that fail to meet specifications will be refused.
• Items which are conditionally received and found noncompliant must be picked up at the vendors’ expense within (2) weeks of noncompliance notification.
• If the product is not picked up within two (2) weeks, it will be disposed of by warehouse staff.
• Items that fail to meet specifications will be refused. All items must be dated.
• Deliveries will be accepted from 7:00 a.m. to 2:00 pm CST, Monday through Fridays, No deliveries on weekends or federal holidays. Warehouse Phone: 817-782-4268.
• Unless otherwise stated within the specification of an item description in Section 2 of SF Form 1449, all dates for frozen food items must be delivered frozen and delivered before the best buy date, sell by date, use by date, best if used by date, or freeze by date on the label.
• Delivery vehicles should not exceed Gross 49000lbs-Tandem Axle 32000 Lbs. to comply with the bridge weight limit along the delivery route to the warehouse. The Delivery address is: 3248 Stratotkanker Ct Fort Worth, TX 76127. Please mark all deliveries to reflect: Attn Food Service Department.
• Payments will be made upon complete delivery and acceptance of the product. Awards above the micro purchase threshold ($10,000 and above) will be made via purchase order (EFT). Award below the micro purchase threshold will be made via a government purchase card upon complete delivery and acceptance of products.

The anticipated date of award is the week of December 7, 2025.
