    Description

    The Government requires Systems Refresh and Warranty renewal (5-year) for eight (8) Mobile Marksmanship Training Simulators (MMTS) and two (2) Warrior Skills Trainers (WST) weapons simulators. The intent of this Sources Sought is to assess the state-of-the art of the technology available in (insert type of products) products that could be applied to meet this requirement.

    The Government envisions a solution for Systems Refresh and Warranty renewal (5-year) for eight (8) Mobile Marksmanship Training Simulators (MMTS) and two (2) Warrior Skills Trainers (WST) weapons simulators  that meet the following operational and program requirements:

    The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform operations for the refresh and extended warranty of 10 Preliminary Live-Fire Simulator Systems (PLFS) at the Laser Shot simulation facility in Stafford, Texas. (IAW Statement of Work)

    The Contractor shall perform the following work and meet specifications:

    Warrior Skills Trainer (WST) – Fort McCoy and Fort Hunter Liggett:

    • Replace the LS17 Gaming Computer with an upgraded version.
    • Install and upgrade LS Short Throw Video Projector.
    • Upgrade PAS-13 hardware.
    • Update software on simulated binoculars.
    • Repair M249 SN# 7038.
    • Repair/replace sensor block on M240 SN# 3101, 3102, 3105.
    • Repair M2 SN# 6165, 6161, 6162.
    • Repair M4 Rechargeable PEQ.
    • Repair/replace M4 magazine round counter.

    Mobile Marksmanship Training Simulator (MMTS) – Fort Bragg, USAREC 81st, Fort Jackson:

    • Replace the LS17 Gaming Computer with a newer version.
    • Install and upgrade LS Short Throw Video Projector.
    • Repair M4 Rechargeable PEQ.
    • Repair/replace M4 magazine round counter.
    • Replace M9 simulated weapons with M17 simulated recoil weapons, including labor.

    The contractor shall conduct a system survey for all 10 PLFS units at the five sites to assess current hardware and operational deficiencies.

    The contractors shall perform technology refreshes, including all necessary hardware upgrades and repairs, to bring systems to current operational standards.

    The contractor shall provide a 5-year extended warranty for all upgraded systems, covering labor, repairs, and replacements for failures due to defective material or workmanship.

    The contractor shall provide periodic courseware updates aligned with TC 3-22.40 Army qualification standards at no additional cost under the warranty agreement.

    Clean up after Servicing: The Contractor shall remove all trash, debris, or surplus materials from the work site during and at the end of each workday and shall leave the work site clean of all debris when work is completed.

    Work hours for this project shall be the normal working hours of hours of 0800 to 1600, Monday through Friday, excluding U.S. Federal Holidays.

    Project completion for the Project is estimated to be 30 calendar days from receipt of the Notice to Proceed (NTP), which includes travel, staging, execution, and quality assurance.

    No Government-furnished materials are provided. The Contractor is responsible for providing all equipment, materials, and PPE. The Contractor may request approval to use GSA or other Government supply sources if needed.

    The Contractor shall notify the Contracting Officer's Representative (COR) no later than two (2) days prior to starting work on each site or major system phase.

    The Contractor shall provide a warranty of one (1) year on workmanship for all labor performed. Additionally, a five (5) year extended warranty will be applied to all PLFS systems covering hardware and software reliability, repair, and replacement due to defects.
