FORT SILL PACKING AND CRATING LOCAL REQUIREMENT

Amendment 0002:THE PURPOSE OF THIS MODIFICATION IS TO REPLACE CLAUSES WITH THEIR CLASS DEVIATIONS IN ORDER TO IMPLEMENT EXECUTIVE ORDERS 14173 AND 14168.

Amendment 0001: The purpose of this amendment is to provide Attachment 5 Questions and Answers_Packing and Crating Local Counties to answer vendor questions. In additon, the area of performance has been updated in Attachment 1: PWS PACKING AND CRATING LOCAL OK Counties, and the maximum amounts have been updated in FAR 52.216-19 Order Limitations. 

The Mission and Installation Contracting Command (MICC) Fort Sill, has a requirement for Packing and Crating for Local Oklahoma counties. The contractor shall provide all personnel, equipment, facilities, supplies, services and materials except specified as Government furnished, for the preparation of personal property of Department of Defense personnel for shipment and/or storage and related services through the Direct Procurement Method. Work shall be conducted in accordance with (IAW) the terms and conditions of contract and commercial practices. The purpose of this requirement is to provide Packing and Containerizing services in support of Fort Sill units and tenant activities, reserve component units; field artillery units outside the installation or the AR 5-9 area of responsibility, and other organizational elements having support agreements with Fort Sill, Oklahoma.

Place of Performance: Area consists of a 50-mile radius from the Transportation Office, Bldg.4700, Fort Sill, Oklahoma. Transportation does not cross state lines. All services are confined to Oklahoma.

The Standard North American Industry Classification System (NAICS) Code 484210 is applicable to this acquisition. The small business size standard is $34 million.

The Government will issue a 100% small business set-aside under a Request for Quote (RFQ) using FAR Part 13.5, Simplified Acquisition Procedures for Certain Commercial Items, for Packing and Crating Services for Oklahoma Counties within a 50-mile radius of the Transportation Office at Fort Sill, Oklahoma. A Firm Fixed Price (FFP) contract is anticipated. Expected award shall consist of one base period of performance (15 July 2025 – 14 July 2026) and four one-year option periods of performance (15 July 2026 – 14 July 2030).  There is no guarantee that each option will be exercised. The RFQ date of issue is on 16 June 2025. All responsible sources may submit a response which, if timely received, will be considered. All quotes must be submitted by 7 July 2025, 1:00 PM CST. Pursuant to FAR 4.1102, prospective contractors shall be registered in the System for Award Management (SAM) database prior to award of a contract. Contractors may obtain further information on SAM registration at the following website: https://sam.gov/. This announcement does not obligate the Government to award a contract, nor does it obligate the Government to pay for any proposal preparation costs.

The entire solicitation package will be made available on www.sam.gov website. Requests for copies of the solicitation package by another means will not be honored. Potential offerors are responsible for monitoring www.sam.gov website for release of solicitation or subsequent solicitation amendments.
