BACKGROUND
As part of a new NIST SERI program to advance measurement science for illicit drug identification and quantification under the TRANQ Research Act, the Sensor Science Division is developing new infrared drug sensors based on metamaterials. These metamaterial sensors rely on detection at infrared wavelengths spanning 2 mm to 11 mm for spectroscopic detection of drug molecules in the sensitive molecular fingerprint region. For achieving a deployable drug detection platform, a compact Fourier-transform spectrometer is required for measurement of the sensor response.
Mission Critical statement: The Fourier-transform spectrometer is a time-critical, mission critical research needs for building a portable drug-sensing imaging system for the SERI (Strategic and Emerging Research Initiatives) Opioid project. This Fourier-transform spectrometer is required to fulfill NIST’s mission to build deployable technologies for near real-time detection of drugs as directed by the Testing, Rapid Analysis, and Narcotic Quality (TRANQ) Research Act 2023 to prevent fentanyl from crossing our borders. The Fourier-transform spectrometer provides the measurement capability to analyze performance of the sensor for rapid, multiplex detection of drug molecules - a key deliverable for the TRANQ Research Act 2023.
NIST is seeking information from sources that may be capable of providing Fourier Transform Spectrometer (FTS) that must have continuous spectral coverage over the 2 mm to 11 mm wavelength range at high spectral resolution (0.5 cm-1 or better). This FTS must work with a user-supplied light source (laser or incoherent light source) and MCT-cooled detector. This specification is necessary for both characterization of the metamaterial sensor and spectroscopic detection of drug molecules. If no alternate sources are identified, the Government intends to issue a Sole Source Award to Bruker Scientific, LLC (UEI MG2JF771VWU5:) under the authority of FAR 12.102(b) The North American Industry Classification System (NAICS) code for this acquisition is 334516.
