    The U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC) Mission Area, is finalizing its acquisition approach for a forthcoming requirement that will include comprehensive Data Administration (DA) support. As defined in FPAC data management documentation, Data Administration is the process by which data is monitored, maintained, and managed by a data administrator to ensure control of enterprise data assets and their interactions with applications and business processes.

    The data administrator is responsible for the overall management of organizational data resources, including:
    • Data definition, policies, procedures, and standards
    • Data conflict resolution
    • Database planning, analysis, design, implementation, and maintenance
    • Data protection
    • Data performance assurance
    • Data architecture
    • Data modeling
    • Metadata management (e.g., Unity Catalog, DataZone)
    • User training, education, and consulting support

    Data Administration activities ensure that data lifecycle management supports enterprise objectives and aligns with USDA’s evolving data governance framework.

    USDA intends to utilize the USDA STRATUS Pool 2 Small Business Track as the competitive vehicle for this requirement. STRATUS Pool 2 provides a streamlined cloud‑focused IT services framework and sufficient small business vendor diversity to support competition within the small business track.
