FUJINON 25X150 BINOCULAR, MOUNT, AND ANGLE RING OVERHAUL AND REPAIR

***The National Oceanic and Atmospheric Administration’s (NOAA) National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Eastern Mountain Optics, Inc., dba Baker Marine Instruments located in San Diego, CA for the overhaul and repair of Fujinon 25x150 Binocular, Mount, and Angle Rings including (4) spare rings.

***The sole source determination is based on NOAA’s requirement that Eastern Mountain Optics, Inc., dba Baker Marine Instruments is the only authorized vendor in the United States that can service the Fujinon 25 x 150 Binocular, Mount, and Angle Ring as follows:

Services:  

• Fujinon 25x150 MTM Complete Overhaul Maintenance, Qty 4, Sandblast-paint, seals, nitrogen purge, align, replace eye lenses
• Fujinon 25x150 MTM Eye Lens replacement during Complete Overhaul, Qty 8
• Fujinon 25x150 MTM Mount Overhaul, Qty 4, Sandblast-paint, replace bushings/bearings, replace angle ring
• NOAA-Style Big Eye Binocular Mount Angle Ring replacement during Overhaul, Qty 4

Supplies/Parts:

• NOAA-Style Big Eye Binocular Mount Spare Angle Rings, Qty 4, base portion, indicator, and rose

***The Government intends to negotiate a firm-fixed-price purchase order with a period performance from date of award to 11/15/2026. The NAICS code for this procurement is 811210 with a corresponding size standard of $34.0M.

 ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
