FULL CONTENT INSPECTION (FCI) MANAGED SERVICE

NOTICE OF INTENT

The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO) intends to negotiate a sole source contract with By Light Professional IT Services, LLC for a Full Content Inspection (FCI) managed service, utilizing the proprietary Trinity Cyber (TC):Edge commercial off-the-shelf software subscription.  

By Light Professional IT Services, LLC, is the only source capable of meeting all the requirements.

The statutory authority for other than full and open competition is 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii).  Companies who believe they can provide this service must indicate their interest in writing within 15 days of this notification to the points of contact listed below and include a detailed capability statement.  The Government will not reimburse companies for any cost connected with responding to this notice.  The Government will consider all responsible sources that respond to this notice and submit a capability statement. The Government will not accept quotations or proposals received in response to this notice since this synopsis is not a request for quote or a request for proposal.  If the Government proceeds with awarding a sole source contract, a solicitation will not be posted to SAM.gov.

The North American Classification System code 541512, Computer Systems Design Services, with a size standard of $34,000,000, will be used for determining company size status.
