    Description

    This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03.


    The U.S. Consumer Product Safety Commission (CPSC) intends to procure fire-resistant laboratory fume hood for our National Product Testing and Evaluation Center (NPTEC). The CPSC has jurisdiction over a massive array of consumer products, many of which are powered via lithium-ion batteries or generate heat. A fire-resistant laboratory fume hood will allow for safer testing of those products with incidental fire hazard potential. The CPSC requires a supplier capable of providing a fire-resistant laboratory fume hood and necessary components to ensure uninterrupted product safety testing. Supplier must be able to provide a laboratory fume hood with the following requirements: 1. Six-foot-wide laboratory fume hood, 1.1. The interior surfaces shall all be unpainted stainless steel. 1.2. The front sash shall have a stainless-steel frame with a tempered safety glass window. 1.3. Aluminum components are generally acceptable on the exterior. 1.4. Powder coating (UL 1805 compliant) is acceptable on exterior metal surfaces. 2. Two electrical outlets. 2.1. One outlet with two receptacles on each the bottom left and right exterior. 2.2. Outlets shall have GFCI protection. 3. One compressed air service fixture to use the existing building compressed air supply. 4. Two 36-inch powder coated stainless steel general storage cabinets as a base for the fume hood. 5. This request is for parts only. Installation at our facility is not required. 6. A blower is not required. Our building has appropriate exhaust systems. 7. Water plumbing fixtures and drainage are not required. This requirement must be provided on a firm-fixed price basis.


    The provision at 52.212-1, Instructions to Offerors-Commercial Items (Sep2023), applies to this acquisition. In addition to the requirements of FAR 52.212-1, the quote must prominently display the offeror's Taxpayer Identification number, CAGE code and UEI number, as well as contact information for the offeror's point of contact for the quote. A valid SAM.gov registration is required for quote submission.


    Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items (Oct 2025), if the annual SAM registration has not been completed. If the SAM registration has been completed, Offerors shall only submit paragraph (b) if there are applicable exceptions to the current registration.


    The clause at 52.212-4, Contract Terms and Conditions-Commercial Items (Nov 2023), applies to this acquisition.


    The clause 52.204-7 System for Award Management (Nov 2024) applies to this acquisition.


    The clause 52.204-13 System for Award Management Maintenance (OCT 2018) applies to this acquisition.


    An Offeror is required to be registered in SAM when submitting an offer or quotation and at time of award (see FAR Provision 52.204-7 System for Award Management and clause 52.204-13, System for Award Management Maintenance for the requirement to be registered in SAM and to maintain an active SAM registration during performance and through final payment). You must submit proof of your active SAM registration at time of submission of your quotation.


    All additional required clauses, terms and conditions are included in Statement of Work.
