FY26 TÜRKIYE REGULAR MAINTENANCE AND MINOR REPAIR (RMMR) PRE-SOLICITATION NOTICE

This is a Presoliction Notice for Recurring Maintenance and Minor Repair (RMMR) Services, for Incirlik Air Base (AB), located in Adana, Türkiye. 

The USACE Europe District anticipates soliciting and awarding a stand-alone Firm-Fixed-Priced (FFP) services contract to provide fuel systems minor services in support of the Defense Logistics Agency Energy (DLA-E) requirements.

In accordance with interpretation of Türkiye’s Foreign Direct Investment Law (2003) made by the Ministry of Commerce, only Turkish contractors and companies, where the company was established by a citizen of the Republic of Türkiye may be granted a contract award.

The Government anticipates releasing the solicitation on or about 19 November 2025, with the anticipated award of a contract in May of 2026. Actual dates are subject to change. Additional details can be found in the solicitation when it is posted.

THE PERFORMANCE WORK STATEMENT (PWS), SPECIFICATIONS AND DETAILS WILL BE AVAILABLE UPON POSTING OF THE SOLICTION AT A FUTURE DATE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THE SOLICITATION, EITHER BEFORE OR AFTER PROPOSAL OPENING WITH NO OBLIGATION TO THE OFFEROR BY THE GOVERNMENT **
