Solicitation number 1232SA26Q0248 is issued as a Request for Quotation (RFQ) for Tractor Lease with Four Option Years for United States Department of Agriculture (USDA) Agricultural Research Service (ARS), MWA U.S. DFRC Research Farm. This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The small business size standard is 1,250. This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which shall be considered by the agency. See “Attachment 1 - Solicitation Terms and Conditions” for applicable clauses, instructions, and evaluation criteria. The USDA-ARS Prairie du Sac research station needs to lease two tractors with the horsepower required to haul manure tankers that inject the manure into the soil. We don’t currently have tractors with the horsepower to handle pulling the tankers. We also need to lease a tractor with the computer system capable of interfacing with the controllers on our fertilizer applicator and pesticide sprayer. We don’t currently have tractors with those capabilities. The ability to seamlessly move data to any platform and across platforms is crucial. Open Application Programming Interfaces (APIs) for data transfer and sharing info/data from ISO controllers and monitors are essential. We are requesting bids for a one-year base lease term, and 4 lease option years, for two (2) new Case IH Magnum 405 tractors or the equivalent and one (1) new Case IH Magnum 295 or equivalent. See "Attachment 2 - Statement of Specification" for specific requirement details. Potential contractors must return three Past Performance Questionnaires. See “Attachment 1 - Solicitation Terms and Conditions” for details and See "Attachment 3 - PAST PERFORMANCE QUESTIONNAIRE" for form to be filled out and returned. See "Attachment 4 - Price Schedule"
