Cape Hatteras National Seashore
Provide Lifeguards Services at 4-beaches with an Optional Beach

Period of Performance BASE:
October 2025 - September 2026

Services Includes: (1) Base, (4) Option Periods

Notice: 100% Set-Aside Under the Total Small
Business Procurement Program, In Accordance with
FAR Subpart 19.502.2.

The Government intends to award a firm-fixed
price commercial services contract based on the
proposal that represents the best value to the
Government in accordance with FAR Part 12,
Acquisition of Commercial Items, FAR Part 15,
Negotiations, FAR Part 13 Simplified Acquisitions
Procedures and FAR Part 19, Small Business
Programs.

Award will be based on Lowest Price Technically
Acceptable FAR 15.101-2 Best Value Continuum and
proposal meeting the requirements of the
specifications.

Evaluation Factors: The Government will award a
contract resulting from this solicitation to the
responsible offeror whose offer conforming to the
solicitation will be most advantageous to the
Government, price and other factors considered.

EVALUATION FACTORS
The Government will evaluate for acceptability
the factors and sub-factors described below:
Factor 1: Technical
Subfactor 1: Qualifications
Subfactor 2: Technical Approach
Factor 2: Price

The NAICS code is 713990 All Other Amusement
and Recreation Industries, Size Standards in
Millions of dollars $9. This solicitation will
result in a contract with a period of (30) days.

Contractors must be currently listed in the
System for Award Management (SAM) as a Small
Business for this solicitation's NAICS code.
Those offers' not listed as a Small Business for
the appropriate NAICS may be deemed ineligible
for further consideration for award.

Option Item: Rodanthe Beach, Rodanthe NC

EST. An amended to this solicitation will be
performed with customer responses.

PERFORMANCE PERIOD:
Operations of designated sites will begin the
Saturday of Memorial Day weekend and operate
through Labor Day. Lifeguarded beaches will
operate 7 days a week. Each of the locations will
be staffed with guards operating from 09:00 a.m.
to 5:00 p.m.

The government obligation for performance of this
contract beyond the base item is contingent upon
the availability of funds from which payment for
contract purposes can be made.

No legal liability on the part of the government
for any payment may arise for performance under
this contract beyond the amount that has been
authorized through issuance in written contracts.

All work shall be performed under a single
contract.

RFQ CLOSES: 6/2/25 at 5:00 PM EST

The contractor shall provide all supervision,
labor, materials, equipment, transportation, and
incidentals necessary to complete the work in
accordance with the contract scope of work and
requirements.
