G&L HORIZONTAL BORING MILLS PREVENTIVE MAINTENANCE

This Presolicitation Notice is issued solely for informational and planning purposes.

The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to solicit and negotiate a non-competitive sole source contract under the authority of 10 U.S.C. 3204 (a)(1) and in accordance with Revolutionary FAR Overhaul (RFO) 6.103-1.

PHNSY & IMF intends to solicit from Fives Machining Systems, for providing a qualified and authorized original equipment manufacturer (OEM) to provide on-site preventive maintenance, provide preventive maintenance reports, software upgrades, inspection and repairs, removal and disposal of replacement parts and materials on G & L Horizontal Boring mills - one (1) ea PT1800 and one (1) ea RT1250.

The applicable NAICS code assigned to this procurement is 811310 – Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, with the size standard for this NAICS code being $12,500,000.00. The Product Service Code is J049 Maintenance/Repair/Rebuilding of Equipment - Maintenance of Shop Equipment.

In accordance with Class Deviation 2026 O0017 (DFARS PGI 206.103-170(d)), a sources sought notice, N32253-26-930-0020, was posted to the Government Point of Entry (GPE), sam.gov, from 29 October 2025 to 6 November 2025 to determine whether other sources could satisfy this requirement.  Two interested vendors responded to the sources sought posting. Upon customer evaluation, both were deemed unacceptable to fulfill the requirement.

The Government received no other qualified responses from industry indicating capability in performing the requirements. This pre-solicitation notification does not constitute a request for proposals. Submission of any information in response to this notification is purely voluntary and the Government does not assume financial responsibility for any costs incur.

This posting serves as a pre-solicitation notice in association with N32253-26-Q-0015 and in accordance with RFO 5.101.

The planned period of performance is as follows:

Base Year: 4/27/2026-4/26/2027

Option Period 1: 4/27/2027-4/26/2028

Option Period 2: 4/27/2028-4/26/2029

Option Period 3: 4/27/2029-4/26/2030

Option Period 4: 4/27/2030-4/26/2031

6 Month Option Extension: 4/27/2030-10/26/2031
