    This will be a firm-fixed priced purchase order awarded to the lowest priced technically acceptable offer. The evaluation factors are:

    The Government will evaluate the past performance of each offeror to determine the degree of confidence that the offeror will successfully perform the contract requirements. Evaluation will consider the relevance, quality, and timeliness of prior work as demonstrated through submitted references and independent government sources. Offerors with no relevant past performance will receive a neutral rating. Past performance will be rated and factored into the overall evaluation as specified in the solicitation.

    Offerors, if they wish, can also provide information on problems encountered on the identified contracts and the offeror’s corrective actions. The Government shall consider this information, as well as information obtained from any other sources, when evaluating the offeror’s past performance. The source selection authority shall determine the relevance of similar past performance information.

    Project Description:
    The United States Coast Guard is seeking quotations from qualified contractors to perform comprehensive maintenance and repair services for the generator and fuel tank system at USCG Station Destin, Destin, Florida. Work includes, but is not limited to:

    • Replacement of emergency generator battery (Kohler 100REOZJF) with specified model and connection to charger.
    • Replacement of muffler exhaust insulation blankets with 3” thick Type 1 calcium silicate and aluminum jacket.
    • Removal and disposal of abandoned underground fuel lines; capping and sealing openings.
    • Modification of fuel trough-trench and installation of piping at ground level.
    • Removal of rust and painting of the 1,000-gallon fuel tank with state-approved coating system.
    • Installation of OSHA-required placards and electrical grounding per NEC.
    • Pressure testing of primary and secondary tanks by a Florida registered precision tank tester.
    • Sealing of concrete walls/dike with state-approved elastomeric polysulfide joint sealant.
    • Installation of fuel containment pans.
    • Electrical connections between generator, ATS, and panels per NEC and manufacturer requirements.
    • Generator operational testing and informal training for station personnel.
    • Compliance with all federal, state, and local environmental, safety, and security regulations.

    Performance Period: 30 calendar days from Notice to Proceed.

    Site Visit (Construction) Provision:
    (a) The clauses at 52.236-2 and 52.236-3 will be included in any contract awarded as a result of this solicitation. Accordingly, quoters are urged and expected to inspect the site where the work will be performed.
    (b) Site visits may be arranged during normal duty hours by contacting the POC listed above.

    Additional Requirements:

    • Contractor must be licensed in the State of Florida for electrical and tank testing work.
    • All personnel must be approved and carry valid government-issued identification.
    • Contractor responsible for safety, environmental compliance, and daily cleanup.
    • Submittals required for personnel roster, schedule, safety plan, product data, and operation/maintenance manuals.
