    Description

    The United States Army Corps of Engineers (USACE) Engineering Research and Development Center – Coastal and Hydraulics Laboratory (ERDC-CHL) in Vicksburg, MS has a requirement for expansion of a GUAM Island Study.  The expansion of the study will include additional delivered data sets, tropical parameters for prior study tropicals, tropical parameters for new tropicals, and continuous wind, pressure, and boundary spectra from the ERA5 model archive from 1979-2023. The expansion will also include wind and wave time series from 1979-2023 at points surrounding Guam to produce a directionally based storm set. ERDC-CHL intends to award a purchase order on a sole source basis to Oceanweather, Inc., 350 Bedford Street, Samford, CT 06901-1742, in accordance with FAR 13.501(a)(2)(i). Market research indicates that Oceanweather, Inc is the only source for this requirement because Oceanweather has developed in-house tools (eg. Winds Workstation and others) that are capable of nearly duplicating hand kimatic analysis procedures and results.  There are no other groups (government, academia, or private consulting firms) possessing these characteristics and capabilities.  The government has determined that the circumstances of this requirement deem that Oceanweather is the only source reasonably available to provide this information.  Diverging from previously used methods would contaminate the resulting Guam Island data, WIS products, and compromise the value of the original study of Guam Island storm data. Oceanweather, Inc. is the only source available to deliver data which would be consistent and interoperable with the current Guam Island Study. Due to these reasons Oceanweather, Inc. is the sole source for this procurement. This is not a small business set aside.  This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will be in any way alter the Government’s acquisition strategy. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
