All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 238220 Plumbing, Heating, and Air-Conditioning Contractors, size standard is $19M. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. DESCRIPTION OF WORK 1. General: 1.1 Description of Services: Contractor shall perform air testing, adjusting, and balancing (TAB) on rooms of varying size, configuration and function located at the VA Central California Healthcare System s Fresno Medical Center. Contractor shall provide all labor, materials, tools, equipment, transportation, specialty services and supervision required to complete the work indicated. The contract scope will be limited to the testing, adjusting and balancing of the air conveyance portion of HVAC system only. HVAC-related water loops and similar non-air conveyance-related tasks typically performed by a TAB contractor will not be included in this requirement. The work will be performed on heating, ventilation and air conditioning systems (HVAC) of varying vintages, configurations, manufacturers, design and applications. Testing and balancing will be in accordance with requirements set forth in the VA HVAC Design Manual-2024 Edition, ASHRAE Handbook, HVAC Applications, Chapter 38, Testing, Adjusting and Balancing , Associated Air Balance Council (AABC) and/or National Environmental Balancing Bureau (NEBB) and industry / manufacturers guidelines. The Government requests that interested parties provide the following capability information to the Contract Specialist, Jill Williams by e-mail at jill.williams@va.gov by 11:00am PST 01/07/2026: (a) Business Size (Large/Small) (b) Business Socio-Economic Status (SDVOSB, WOSB, 8(a), HUBZone, etc.) (c) SAM record (d) Capability statement clearly stating ability to perform requested services. The Government will use this information when determining its business type decision.
