    This is a Request for Quote (RFQ). The government anticipates awarding a firm-fixed price contract resulting from this solicitation. This RFQ is set aside for Service Disabled Veteran Owned Small Business (SDVOSB). All respondents must have an active registration in the System for Award Management (SAM) at www.sam.gov. Interested SDVOSBs must be listed and certified at SBA.gov or https://search.certifications.sba.gov/ to receive contract awards. Department of Veterans Affairs, Network Contracting Office 16, is soliciting offers for Air Emissions Testing. The contractor shall develop the specific air test protocol and conduct air emission stack testing on 3 boilers to comply with the latest applicable federal, state, and city clean air regulations, codes, or statues. The contractor shall supply all equipment, material, installation, test ports (if applicable), manpower and consultation to perform stack testing. The contractor performing the work must be certified by Louisiana Environmental Laboratory Accreditation Program (LELAP) and shall be in accordance with the details outlined in the Performance Work Statement (PWS). Work will be performed for the Overton Brooks VA Medical Center, 510 E Stoner Ave, Shreveport, LA, 71101. Offeror shall submit technical questions to the Government in writing via email only and No Later Than Friday 3:00 P.M. Central Daylight Time (CDT), 08/12/2025.
