    I. Introduction: The Department of Veterans Affairs (VA), National Acquisition Center (NAC), is currently conducting market research to identify qualified, experienced, and interested potential sources (contractors) capable of performing inspection services for High Tech Medical Equipment (HTME) Systems. Please review the information contained herein and identify whether your company has the capability and interest to provide the services required. Complete responses to this notice will assist the VA in determining the appropriate acquisition method and if any potential set-aside for the requirement exists. Not providing all information requested in the response to this notice may result in the VA being unable to determine a vendor potentially capable of satisfying the requirement and, subsequently, if the “rule of two” criteria is not met, a specific set-aside category may not be decided by the Contracting Officer. NAICS 541380 (size standard: $19 million) applies. The NAC is seeking interested contractors for a potential near-future solicitation and procurement for HTME Inspection Services. At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. This RFI notice does not constitute a Request for Quote (RFQ) or an Invitation for Bid (IFB) or a Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This RFI notice does not commit the VA to contract for any supply or service. Furthermore, the VA is not seeking quotes at this time and will not accept unsolicited quotes in response to this RFI notice. II. REQUIREMENTS: Please see the attached DRAFT Performance Work Statement (PWS). The Government welcomes comments or questions on the DRAFT PWS associated with this requirement. Please provide clear comments or questions and provide the page and section referenced for each comment or question. III. SUBMITTAL INFORMATION: Contractors having the technical capability, experience, and personnel to meet the requirements should submit a response by providing a tailored capability statement of no more than 20 pages in length, single spaced, 12-point font minimum that addresses the above information that clearly details the contractor’s ability to provide inspection services for equipment described within the attached draft PWS. The Government will not review any other data or attachments that are in excess to the 20-page limit. Please also include a cover page (not included in the page limit) which includes, at a minimum, the company name, address, size standard, SAM Unique Entity ID (UEI) number, point of contact (POC) name, phone number, and e-mail address. Contractors shall provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements. In response to this RFI notice, please provide: Past Experience: Provide relevant information for any contract for similar services completed within the VA in the last three years for which the responder was a prime or subcontractor. Include, at minimum: Contractor’s role and the services provided. Contract type, length, and dollar value over the life of the contract. A brief description (no more than a few paragraphs) of each contract and services provided and how it was relevant to this requirement, including difficulties and successes. POC name, telephone number, address, and email of the owner of the contract. Capability/Qualifications - A written response (no more than 5 pages) providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement as described in the PWS. Provide a written description of your company’s workflow process from service request to service completion. 3. Contractor Business Size and Status - (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business, etc.), the number of years in business, affiliate information to include: contractors parent company and/or potential teaming partners. Please also provide the number of employees your business has or has access to. IV. INDUSTRY MEETINGS: The Contracting Officer and other VA personnel may choose to meet with potential quoters and hold one-on-one meetings. Such meetings would only be intended to obtain further clarification of potential capability to meet the requirements. It is requested that the above information be provided no later than Thursday, February 26, 2026 at 2:00PM CST.
