    Amendment No. 2 Solicitation No. 36C24824Q0397 Fuel Tanks System Testing, Maintenance and Repairs Services This amendment is hereby issued to provide response to questions and request for information submitted by vendors. Due Date for Quote/Offer submittal is hereby extended until Tuesday February 6, 2024 at 1:00PM AST. RESPONSE TO VENDORS QUESTIONS AND REQUESTS FOR INFORMATION Q.1 Can mechanical drawings, pictures, and P&ID s of the facilities be provided? See the following attachments: Attachment 1- Site Plan, Attachment 2- Pictures for your reference. Q.2 Can a list of all equipment that will be part of the fuel system maintenance be provided? See equipment list with additional information provided as Attachment 3- Fuel Taks Equipment. Q.3 Will a site visit be scheduled? No, site visit will not be scheduled. Site plan, pictures and drawings are included as Attachments for reference. Q.4 Can any information from the most current SPCC plan be provided for our environmental compliance officer to review? Facility has SPCC plan is in place. Approximately 214,000 gallons are stored in San Juan facility. Refer to Attachments for SPCC Measures installed per fuel tank unit. Q.5 On the over and above service, is the cost only for materials or does it include labor cost at the contract price? Or does the labor cost come from the contracted amount? PWS 8.0 Over and Above makes reference to major repairs that are not part of the scheduled services, and as stated in that section all services associated to such repair are to be approved and processed via supplemental agreement prior to performance. Q.6 Can more details on fuel quality inspection be provided? Are the tanks equipped with sample hatches for pulling samples through the top or specific designated sample points? Fuel quality inspections are to be conducted through fill port and samples to be collected with fuel stainless steel sampler. Contractor must remove carefully the auto shut-off flapper valve, collect the sample and determine presence of contaminants. Q.7 To ensure that technicians are properly trained on all tasks, do they need to be (PHMSA) OQ qualified/certified on all tasks that will be required? Certifications listed in the PWS and Evaluation Criteria are the minimum required. This requirement evaluation will be conducted using comparative evaluation, therefore, vendors are encouraged to provide all relevant currently held certifications. Q.8 Can more information on the current cathodic protection system (rectifiers sizes and model #, etc.) be provided? Cathodic protection system is: Sacrificial Anode Cathodic Protection (SACP) no specific model number. Q.10 Can a map of the tank locations be provided to assist in determining the ease of access for trucks/equipment to do the inspections and fuel filtration? See Attachment 1 Site Plan, Attachment 2 Pictures, and Attachment 4 Facility Layout. Facility has sufficient area to access fuel tanks. Q.9 If it were possible to get a 1-week extension so we can tighten our proposal up? Unfortunately, the government need of services cannot be compromised by extending the solicitation due date for a week. However, the date for quotes/offers submittal has been extended to provide one additional day.
