    THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES. A DETERMINATION NOT TO COMPETE THE PROPOSED PROCUREMENT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.

    The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) Contracting Office (Code 400), hereby provides notice of its intent to award a sole-source firm fixed price service contract to Hartech Group. The contract is expected to be awarded under FAR 12.102(a), Restricting Competition from the FAR Overhaul. A Justification and Approval for Other Than Full and Open Competition has been prepared. Period of performance: one year from award date and four option years.

    INTENT TO SOLE SOURCE - This is a non-personal services contract to perform preventative maintenance on (1) Saacke UWID tool grinding machine, one (1) Gurutzpe GLX 13.10.9.5 horizontal turning lathe, and one (1) Danobat BGM 600 ball grinder. The objective is to have the Original Equipment Manufacturer (OEM), Saacke, Gurutzpe, and Danobat, perform preventive maintenance services on the machines in order to maintain the integrity of the operating system and software. This will need to be contracted to the OEM prime contractor, Hartech Group.

    Hartech Group is the exclusive federal provider of the OEM’s, Saacke, Gurutzpe, and Danobat, and is the only source able to provide OEM design drawings, specifications, and factory technicians required to maintain and restore the equipment to OEM standards Hartech Group will utilize Saacke, Gurutzpe, and Danobat factory technicians to perform preventative maintenance on (1) Saacke UWID tool grinding machine, one (1) Gurutzpe GLX 13.10.9.5 horizontal turning lathe, and one (1) Danobat BGM 600 ball grinder. 

    The North American Industry Classification System (NAICS) has been determined to be 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, with a NAICS size standard of $12.5M. The Product Service Code for this acquisition is J045 Maintenance, Repair and Rebuilding of Equipment: Plumbing, Heating, and Waste Disposal Equipment.  THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES; no solicitation or RFQ will be forthcoming. However, interested parties may identify their interest and capability to respond to this requirement no later than 20 April 2026 at 9:00 AM Pacific Time.

    A determination to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

    PSNS & IMF Contracting Office (Code 400) will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award.

    All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contract Specialist Isaiah Fontenot by email at isaiah.m.fontenot.civ@us.navy.mil and Contracting Officer, Amanpreet Johal amanpreet.s.johal2.civ@us.navy.mil.
