    REQUEST FOR INFORMATION

    THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.  This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or Request for Quote (RFQ) or a promise to issue an RFP or RFQ in the future.  This request for information does not commit the Government to contract for any supply or service whatsoever.  Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals.  Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense.  Not responding to this RFI does not preclude participation in any future RFP/RFQ, if any is issued.  If a solicitation is released, it will be released on the General Services Administration website GSA ebuy at https://www.ebuy.gsa.gov/ebuy/.  It is the responsibility of the potential offerors/quoters to monitor the site for additional information pertaining to this requirement.

    1. Description

    The NAVSUP Fleet Logistics Center Norfolk, Pentagon Directorate is seeking information from interested contractors capable of providing performance based services to National Defense University (NDU) in their Washington D.C. location. Please see the attached draft Performance Work Statement which details the types of tasks that contractors will be required to perform under the contract/task order.  The contract/task order is anticipated to include a base period of performance of 6-months plus one (1) 6-month option period. Performance is anticipated to begin No later than 15 April 2026.

    The subject requirement will provide subject matter expertise in library science and library cataloging, specifically in Integrated Library System migration and implementation; physical collection maintenance, digital collection maintenance; library technical services; and special collections maintenance and documents management.  

    1. Requirements

    Information is only being requested from GSA Schedule holders at this time.  It is anticipated that this requirement, if solicited, will be under NAICS code 541611, FSC R605. Interested contractors would be subject to background investigations, and a National Agency Clearance as indicated in the performance work statement.

    Required Professional Qualifications:

    Professional library staff shall have a Master's degree in Library Science from an accredited American Libraries Association program. The Librarian shall meet American Library Association standards.

    The professional librarian / head cataloger librarian will have a minimum of five (5) years relevant experience. The Government’s preference is for the relevant experience to be in Academic or Special Libraries, not Public Libraries.

    1. Requested Information

    It is requested that interested parties respond to this posting through the NAVSUP FLC Pentagon Directorate, point of contact listed below, no later than 3:00PM (EST) Monday 23 March 2026. Responses from interested parties shall include the following information:

    1. General Services Administration (GSA) contract number.
    2. Company name, DUNS number, Cage Code, address, and point of contact with corresponding phone number and e-mail address
    3. Business size and status of the company.
    4. Capabilities Statement demonstrating the requisite skills, resources and capabilities necessary to perform the requirements of the PWS. An overview of the contractor’s plan for recruiting, developing and retaining personnel with the necessary skill sets to accomplish the PWS. The Capabilities Statement is limited to 2 pages with a minimum 12 point font.
    5. What type of work the company has performed in the past in support of the same or similar requirements, including the contract numbers.
    6. The specific technical skills the company possesses which ensure capability to perform the requirements at the level detailed in the PWS.
